In an effort to ensure proper handling of personal information, the Road Management Technology Center (below, “the Center”) has developed this policy based on the intent of the guidelines for handling personal computer information in areas under the jurisdiction of the Ministry of Land, Infrastructure and Transport (Ministry of Land, Infrastructure and Transport bulletin 1500, December 2, 2004), and follows all laws and regulations relating to personal information.
1. Gathering of personal information
The Center gathers some kinds of personal information. Personal information gathered includes name, address, occupation, employer, telephone number, e-mail address, and birth date. This information is needed for the purpose of taking registrations for the pavement managing engineer qualification exam (below, “the exam”), registration of engineers who pass the test, registration for lecture courses targeted at engineers who pass the exam, registering members of various committees, registering members of supporters, etc.
2. Purposes for using personal information
Even if the offer of opening to the public of individual information is requested from the outside, the center refuses the request, and observes the privacy protection.
However, only when indication is requested by ordinance, individual information might be disclosed.
3. Releasing of personal information
The Center will refuse all requests to release personal information outside the Center, and will protect the privacy of all such information. However, the Center may release personal information if required by law to do so.
4. Providing personal information to third parties
Information regarding certifications or completion of courses provided by the Center (type of certification, certification registration number, name, birth date, data of certification, employer, etc.) is provided to organizations ordering public construction (the national government, local municipal bodies, and public bodies such as special-status corporations) for the purposes of auditing the qualifications of construction personnel or verifying organizational structure.
With the exception of the purposes listed above, for the purpose of distributing a directory with the permission of the individual, and as required by law, the Center will not provide personal information to any third party.
5. Personnel responsible for managing personal information
The Center will have personnel responsible for managing personal information. In addition to managing personal information for the entire Center, this responsible personnel will educate management personnel in all divisions or organizations within the center, using employees responsible for personal information handling education. The responsible personnel will also provide appropriate oversight of all those who handle personal information.
6. Management handling of personal information
Personal information will be carefully managed, will be protected against unauthorized access from outside, and measures will be taken to prevent data leaks. If work is outsourced that requires the use of personal information to accomplish its purposes, the party providing the outsourced work will provide appropriate handling and management of the personal information.
7. Disclosure, correction, and deletion of personal information
If we receive a request from a person to disclose, correct, or delete their personal information, we will promptly comply with the request.
